A man in a bike helmet was yelling at the Park Service female employees. I’d seen them earlier working in the pool with their backs to large crowds. They were vacuuming up dead algae.

I kept recording as National Guard responded and Park Police handcuffed and arrested the man.

Two days after I published the video, a Washington Post reporter told me it was former canoe Olympian David “Davey” Hearn I refused to speak on the record but was on the front page anyway.

Last week, I saw U. S. Attorney for D.C. Jeanine Pirro at the Reflecting Pool. She asked to speak to me privately about what happened when Hearn was arrested.

Now Hearn has pled not guilty to federal crime. Judge Pirro charged him with destruction of federal property for allegedly pulling up a big piece of the American flag blue sealant. He will be back in court next month.

President Trump said the vandals have forced the contractor to come back to fix the pool. The contractors from Atlantic Industrial Coating will be repairing it under warranty.

The contractor cleaning the water says algae came from pipe buildup while it was drained.

He explains how he and Trump donor John J. Cafaro secured a $1.7 million no-bid contract for NanoBubble technology.

He says that the National Park Service has been filling the pool with city water and not Tidal Basin water as has been believed.

Construction crews completed work at the Reflecting Pool before discovering extensive damage. A 170-foot gash was found on the south side and a 70-foot gash on the north side.

Photo evidence show foam and caulking had been cut out, consistent with a box knife cutting tool. About 100 fence connectors were recovered inside the pool. The electrical box cover was also cracked.

U.S. Park Police are investigating. The photos shown are from an independent source who turned them over to investigators.

The “Freedom 250 Ferris Wheel” is at 7th Street and Madison Drive. It’s between the U.S. Capitol and the Washington Monument.

Talley Amusements transported the wheel from Texas. The crew assembled it over the past week.

It runs through July 10 as part of the America 250 celebrations and the Great American State Fair.

The rest of the pool is slowly being cleaned from the algae with the temporary NanoBubble system. It kills the algae and then the crew vacuum it off the bottom.

I could see the American flag blue sealant show on the sides cleaned. The permanent NanoBubble will be installed this week.

The pool was refilled again with city water - not tidal water- as I’ve reported exclusively.

The pool turned green over the weekend from two factors. The national park service brushed the algae on the sides toward the trench in the middle which stirred it up to make the water green.

Also, the new NanoBubble filters were shut down for 36 hours on Friday which is how the algae bloomed again.

Greenwater Solutions from Ohio installed four temporary NanoBubble to clean the water. The units kill algae and leave behind white patches of dead material. The National Park Service crews then have to vacuum out the dead algae.

A permanent fix is also underway. Greenwater Solutions is installing this week the permanent ozone filtration system to kill algae in the water. the contract is for $1.7 million.

The “American flag blue” sealant that Trump picked for waterproofing the leaks was done by Atlantic Industrial Coating of Virginia for $14 million.

A source on site held up a bottle of pool water. The water was already noticeably clearer.

Critics claimed the sealant is black, not the requested American flag blue. Starkey told me it is definitely blue. It is just a very dark shade that appears blue when held against black material.

On complaints that it does not reflect, Starkey explained that breeze or debris breaks the surface. When the water is calm, it reflects beautifully.

Regarding concerns about algae, Starkey noted that the National Park Service is managing changes, but the waterproofing itself is tight.

I asked about the allegations that they didn’t test waterproofing before filling the pool. Starkey confirmed they inspected every joint and seam. Filling the pool with water is the final test.

Finally, I asked about the timeline after critics called the repairs late. Starkey said they met the deadline of June 10. They have worked seven days a week, 12 to 14 hours a day since April 10.

I’m the only reporter on the ground tracking every step of this massive project and the only one who got inside the fence.

DETAILS: Workers finished spraying the final “American flag blue” Rhino coating. They put back the grate covers and will do a power wash. The water test is scheduled for tomorrow.

Once the cleaning and testing are done, the water refill will take 7 to 10 days.

I’ve been running around the Reflecting Pool for more than 20 years and I’ve never seen this many helicopters over the site.

The helicopters appeared over the Washington Monument, then flew over the World War II Memorial and the Reflecting Pool while crews continue work on the repairs.

I asked the White House whether President Trump was aboard.

No response.

Trump previously conducted a helicopter flyover after returning from China.

The crew is still working on the joints and waiting for a less windy day to apply the final spray sealant.

They have been working seven days a week since April 10. They told me they are are honored to restore a national monument. They love walking into the pool every day. They are humble. They are patriots.

I have been running around the Lincoln Memorial for more than 20 years. Getting to see the leaks finally being repaired and watching how much these men care about their work was one of the best days of my life.
